That device must have NFC functionalities for contactless payments and must not be rooted.
Have a credit card from one of the supported banks (more and more are gradually joining). You can check this information on the official Google Pay website.
Well, there really is a fourth requirement that's more than obvious: you have to download Google Wallet Android to your phone.
